A city-building strategy game about a Roman governor who manages a newly established province and seeks to climb the empire’s political ladder to become Caesar. Success brings assignments in new provinces, with the path eventually leading to Rome. The player plans cities, manages finances and defenses, develops industries, and trades more than 30 goods, including through foreign trade routes.
In Caesar 4, legions can be controlled directly as they gain experience in combat and training while defending against barbarian invasions. Alongside the career mode, the game includes standalone competitive scenarios and a sandbox mode. Cities are also home to more than 75 characters who can be interacted with.
