This tactical strategy game with grand-strategy elements takes place on Shoal, a planet where humans, rebelling robots, and the awakening world are caught in a war. In the campaign, the player commands one of the factions through standalone chapters that reveal their histories, with the aim of crushing the rebellion, expanding their territory, or creating peace. Maps hold secrets, and reconnaissance helps determine how to approach each battle.
Starting with a small base and a few units, the player builds structures, manages resources and regions, captures territory, and grows an army. Shoal takes its own turn each round, responding to the conflict with weather, fauna, and other hazards. The in-game tools allow players to create maps and add custom units and terrain.
