Microsoft Engineer Explains Why Task Manager Freezes Under Heavy CPU Load in Windows 11

Microsoft veteran Raymond Chen has explained why the Windows 11 Task Manager can lag or freeze during periods of heavy CPU load.

According to Chen, when there is a severe shortage of CPU time, absolutely every process suffers. This includes the Task Manager itself—the very tool users rely on to resolve the issue.

The explanation was prompted by a case involving a developer who managed to completely max out all 24 cores of his CPU. As a result, the Task Manager became almost entirely unresponsive, and manually raising its process priority offered little relief. Chen summarized the core of the problem:

It's hard to fix a runaway system from inside the system.

Even a high priority status does not guarantee stable performance for the Task Manager. Its thread might simply be waiting for a shared resource to be released, which is currently held by another low-priority thread. While priority inversion protection mechanisms can temporarily boost the resource owner's priority, they are helpless if a lengthy operation—such as a network file request—is being executed.

The graphical user interface code is particularly vulnerable. It must constantly interact with the window management system and compete with other UI threads, meaning that a lock on a shared resource instantly causes the application window to freeze.

Nevertheless, Windows naturally allocates more resources to the currently active window. Therefore, during a severe system overload, it is highly recommended to force focus back onto the Task Manager.

In other news, it was recently revealed that NVIDIA will discontinue GeForce Game Ready driver updates for Windows 10.
